In many contexts, solutions to societal
problems cannot be found or implemented by any single entity - rather some
association of motivated persons and organizations is needed for a
sustainable approach to the challenge.
This is often true in intergovernmental,
environmental, land use and other issues that cross many subject areas and
jurisdiction.
